I've googled everywhere but i cant find anything on using non-acetone remover.
the bottle of remover i have laying around has isoprophyl achohol in it. Also has protein enrichment.
Also, is it safe to use just plain water to clean the cpu?
help on the subject would be much appreciated!

I wouldn't use it. The protein enrichment and added scent is going to leave a residue on your heat spreader and heatsink. Not sure what solvent is in the non-acetone remover ... plain unscented nail polish remover WITH acetone will do a good job removing the thermal compound, but it will also eat the CPU socket and strip the enamel off the motherboard and/or CPU PCB if you get too much on it.
Be careful with acetone, it is nasty stuff.
Water will not dissolve the thermal paste, don't use it.
Go to the local pharmacy and ask them for 91% (or higher) isopropyl alcohol. If you can't find it, you can try going to a hobby shop or hardware store and getting some mineral spirits. Mineral spirits will dissolve the thermal paste and shouldn't leave a residue behind. Be sure to wipe off the metal surfaces with a soft lint-free cloth until there's no crud coming off.
Some people laugh at me when I whip out my bottle of Everclear Grain Alcohol from the local liquor store to clean things, but at $11 a bottle, it's hard to beat 95% (190 proof) ethyl alcohol for certain cleaning tasks. And when you're done cleaning, you can mix up some jungle juice and celebrate. LOL. P.S. No smoking around the Everclear, please.

do you know if iso achohol from the pharmacy will remove the polish residue?

Even Walmart sells 91% isopropyl. Just use that and don't try going off the beaten path with non-acetone nail polish remover.

So I'm assuming this means you already used the polish remover? It should work fine. Generally you have polar and non polar solvents, isopropyl alcohol is nonpolar. TIM is also non-polar, which is why ipa is used. Whatever is in that bottle of polish remover is non-polar as well, so the ipa should remove it.
Also, ipa dries quickly. That's the other benefit. The higher the purity the quicker it will dry.
